The recent visit of Israeli
defense minister Yitzhak
Rabin to this country produc-
ed few surprises.
But at a breakfast hosted by
the Jewish Institute for Na-
tional Security Affairs (JIN-
SA), Rabin let one interesting
cat out of the bag, which pro-
duced some shocked looks
among an audience of
military officials.
While speaking about
thriving military cooperation
between the Untied States
and Israel, cited the U.S.
Marines' active training pro-
gram in Israel.
Last month, the defense
minister revealed, the corn-

mander of the Sixth Fleet
came to the ministry and in-
dicated a desire to expand the
scope of the training program,
which presumably em-
phasizes desert warfare
techniques.
"This surprised a lot of the
military people," said
Shoshana Bryen, director of
JINSA. "The program had
been a very well kept secret.
A lot of people at the Israeli
embassy hadn't known about
it.
"The point he wanted to
make is that what Israel and
the United States do in terms
of strategic cooperation is in
the national interests of this
country. He was trying to
make it clear that if we need
Israel for our global activities,
Israel will be there."
The Pentagon had no im-
mediate comment on Rabin's
revelations.

More Solidarity
Conferences
Being Planned

Despite a lukewarm
response among many Jewish
activists, the Israeli govern-
ment is convinced teat the re-

cent "solidarity conference"
in Jerusalem succeeded in
demonstrating continuing
support for Israel in the
American Jewish community.
So now, the Israelis are sen-
ding up trial balloons about
the possibility of a series of
follow-up meetings to bring
different groups to Israel for
demonstrations of support.
Recently, Yaacov Cohen,
former Israeli ambassador to
Japan and a key figure in the
last solidarity conference, met
with a group of Jewish ac-
tivists here to get feedback on
the idea.
"The last conference was
such a success that even
before they went back to their
countries, participants had
ideas on all kinds of follow-
up," said David Peleg, infor-
mation minister at the Israeli
embassy here. "One of the
ideas we heard was a solidari-
ty conference of students and
youth; another was a con-
ference of solidarity with non-
Jews."
According to Peleg, Cohen
will also bring up the
possibility of a conference of
Jewish intellectuals when he
reports back to the Shamir
government.
Peleg said that he expects
Jewish organizations here to
play a major support role. It
is this possibility that
privately alarms represen-
tatives of some American
Jewish groups.
"I think they have a
somewhat exaggerated idea of
the impact of the last con-
ference," said the Washington
representative for a major
Jewish organization. "Frank-
ly, one of my concerns is that
additional conferences would
be expensive; the Israelis will
be looking to Jewish groups
here to do the legwork and to
pick up much of the tab. This
smorgasbord approach will be
a lively topic of debate in the
next few months."

Critical legislation needed
to ease the backlog of Soviet
Jewish emigres in Rome con-
tinues to inch along in
Congress.
This week, the House pass-
ed the $3.7 billion supplemen-
tal appropriations bill, the
budgetary catch-all.
But there are storm clouds
in the Senate. According to
Soviet Jewry sources, the bill
is getting the stall treatment
from Sen. Alan Simpson, (R-
Wyo.), the key Republican on
the immigration
subcommittee. ā‘
