However, he said, "I think
next year we have to say to
ourselves, 'This is an enor-
mous world challenge.' We
want them (Soviet Jews) to go
to Israel; they should go to
Israel; Israel desperately
needs them for a variety of
reasons you're all familiar
with," including Israel's
security and the fact the
Soviet Jews are "the last big
source or reservoir of western
Jews" in the world.
He said limiting Soviet
Jewish admissions to the
United States next year —
perhaps to only parents or
siblings — might be one way
to trim the numbers coming
to the United States. "It is
clear that we are getting a
signal from Washington that
we cannot use up this many
refugee numbers alone."
Levy said U.S. Secretary of
State James Baker's recent
speech to AIPAC put Israel on
the spot in an attempt to
befriend the Arabs. But tell-
ing Israel to give up a
"greater Israel" might
backfire, Levy said.

The "greater Israel" idea
incorporating Judea and
Samaria is espoused by the
Likud Party, not by. Israel's
coalition government, Levy
said, and the danger in using
this to make friends with the
Arabs is "it could radicalize
the people to the right of
(Prime Minister Yitzhak)
Shamir who are already giv-
ing him a tough time about
the peace initiative."
Levy noted that most of
Baker's 25-minute speech
"said a lot of good, useful
things," but that it "pushed
hot buttons."
Levy
said
Baker's
predecessor, George Schultz,
"sincerely thought he was do-
ing the right thing" by open-
ing a dialogue with the
Palestine Liberation
Organization. But Levy
thinks Schultz "was
frustrated with unlocking the
problem" of achieving peace
in the Middle East.
Levy said AIPAC is using a
grass-roots mobilization at
the state and local level to
combat pro-intifada support
efforts, which sprang up when
Arab elements found they
couldn't gain much support in
Washington. 0

Social Action Award
Goes To Machar BBG

The Jewish Community
Council named Machar B'nai
B'rith Girls as winner of its
21st annual Walter E. Klein
Youth Award. The award is
named for a former Council
executive director and
presented to Jewish youth
groups engaged in social ac-
tion programming.
Machar held a "sock hop"
dance to aid the homeless,
with admission being pairs of
socks donated to area
shelters. The dance also rais-

ed $500, which was donated
to the South Oakland Shelter.
Also honored were
Hashachar Young Judea, for
planning and presenting a
Freedom Seder for Ethiopian
Jewry; and Shaarey Zedek
United Synagogue Youth, for
a food drive that benefited
various needy area families.
Certificates of
acknowledgement went to
Shira BBG for a dance focus-
ing attention on the plight of
Soviet Jews; to Congregation
