only over "Palestine." Assad's
primary objective in Lebanon
is to destroy the Christians'
backers, the Iraqis, and after
them to deal with Arafat's
strongholds in south
Lebanon.
Assad's military moves in
Lebanon last week set off
alarm signals in Israel, but
the war scare abated last
weekend. The Syrian army
and air force held war games
"to penetrate enemy lines" in
Lebanon's Bekaa valley just
north of Israel. These ongoing
Syrian maneuvers are being
closely monitored "in the
light of Israel's security
needs," according to an Israeli
official.
In the past, Israel has serv-
ed warning that the Syrians
should not venture beyond a
"red line" in Lebanon,
because it would amount to
formation of a second nor-
thern border front (in addi-
tion to the Golan Heights, on
both sides of which massive
forces are arrayed). The
Syrians have 40,000 troops in
Lebanon, reinforced by 8,000

Iranian Moslem fundamen-
talist "volunteers."
Israel warned Assad this
week, through American in-
termediaries, against "mak-
ing the mistake of believing
that Israel's hands are tied by
the intifada and internal dif-
ficulties."
But the Americans have
been less helpful in other
ways — James Baker's AIPAC
speech being the prime exam-
ple. The basic thesis of
Baker's speech simply
repeats long-standing U.S.
policy, but the timing, tone
and some details have been
widely criticized as evidence
of misjudgment. Baker had a
hand in writing the final
draft himself, but it was slap-
ped together — comments
that the speech was "careful-
ly crafted" seem absurd upon
a close reading. Israeli hawks,
the backbone of Shamir's
power, were leery of the land-
mark speech, because it
seemed, in a backhanded way,
to belittle Shamir's peace
offering.
It also must have been deep-
ly offensive to at least some of
the American Jews who at-
tended the AIPAC meeting. In
a remark that went unnotic-
ed by the media because of
the storm over "Greater
Israel," Baker, in the folksy
buildup to the message,
reminded his audience of
their vulnerability to charges
of double loyalty. He applaud-
ed "your interest as
American citizens in our
foreign policy," at the same
time mentioning "AIPAC's ef-
fectiveness in presenting the
views of American supporters
of Israel."
The speech damaged
Shamir's chances of winning
endorsement of his plan from
his own Likud party. In the
unlikely event of Shamir fail-
ing to gain this support at
next week's meeting of the
Likud Central Committee,
scheduled to meet in mid- or
late June, his government
could fall. In that case, the
spotlight will move from the
polling of Palestinians to new
Israeli elections.

Maronite Christians and the
ensuing 1982 Lebanon war.
As soon as Israel helped in-
stall a pro-Western Christian
president, Bashir Jemayel,
the Syrians arranged his car-
bomb murder. In both the
cases of Sadat and Jemayel,
the rejectionists' answer to
any Arab accommodation
with Israel was assasination.
Now, Damascus is likely to
act according to form to
torpedo the PLO boss —
though one wouldn't know it
from the photos of Assad and
Arafat, predator and prey, em-
bracing in Casablanca.

Syrian machinations, Arafat,
who hasn't slept in the same
bed for two nights in years, is
running more scared than
ever. He is even avoiding his
headquarters in Tunis.
