phasized, called for a "con-
structive Palestinian and
broader Arab response," a call
to the Palestinians not "to
shy away from a dialogue
with Israel," to amend the
PLO Covenant, calling for the
elimination of Israel, and to
stop stigmatizing Zionism as
"racism," Mr. Baker was
wrong in implying that both
Israel and the Palestinians
are equally responsible for
the present situation in the
territories.
Secretary Baker, while
wisely endorsing the Israeli
proposal for elections in
Judea, Samaria and Gaza to
be followed by a "needed tran-
sitional period . . . associated
with negotiations on final
status," he cavalierly prejudg-
ed the "final status" by call-
ing upon Israel "to lay aside,
once and for all, the
unrealistic vision of a Greater
Israel and stop settlement ac-
tivity."
Such advice, at this junc-
ture in the peace-process, is
gratuitous and uncalled for
and Prime Minister Shamir

was justified in characteriz-
ing it as "useless."
On the other hand,
Secretary Baker is to be com-
mended for urging the
Palestinians to speak "with
one voice" and to "translate
the violence in the intifada
into a dialogue of politics and
diplomacy."
What's most disturbing
about Mr. Baker's statement
is its convoluted "even-
handedness" in attempting to
portray Israel, a reliable
friend and ally of the United
States, and the PLO, a ter-
rorist organization that has
demonstrated its hostility to
the U.S. in so many ways, as
equal Mideast contenders.
Israel's "special relation-
ship" with the U.S., repeated-
ly reaffirmed by Presidents
Reagan and Bush, as well as
previous administrations,
found hardly an echo in
Secretary Baker's unbal-
anced remarks.
