Clerics' Panel
Urged By R.A.

New York (JTA) — The Rab-
binical Assembly has called
on President Bush to convene
a national commission of
religious leaders to offer
ethical guidelines applicable
to setting the standards of
behavior for legislators and
government officials.
The
1,300-member
assembly of Conservative rab-
bis also called for "signifi-
cant" pay raises for members
of Congress and an end to
honorariums.
In calling for the commis-
sion, the R.A. resolution cited
the Senate-House hearings
on the Iran-Contra affair and
the recent trial of Lt. Col.
Oliver North as examples
where "the perception exists
that national security con-
cerns are sometimes used as
a smokescreen to protect
government officials from
charges of propriety and
unethical conduct."
Rabbi Albert Lewis, presi-
dent of the R.A., expressed
surprise that President Bush
appointed a panel to develop
ethical recommendations
without including any
member of the clergy.
"Religious teachings can
certainly be applied in the in-
terpretation of our personal
moral conduct," Lewis said.
"It seems to me that rabbis,
priests and ministers, who
deal with such problems on a
regular basis, could be called
upon for the counsel," he
added.

Bush Seeking
To Boost Quota

Washington (JTA) — At-
torney General Dick Thorn:
burgh informed members of
Congress last Wednesday that
the Bush administration
would like to allow an addi-
tional 19,000 refugees from
the Soviet Union to enter the
United States this fiscal year.
Thornburgh met with the
chairmen and ranking
Republicans of the House and
Senate Judiciary subcommit-
tees on immigration. Under
the Refugee Act of 1980, the
administration must consult
with Congress before increas-
ing the refugee ceiling.
The administration move
would raise the refugee quota
from the Soviet Union to
43,500, meeting the an-
ticipated flow of some 40,000
Soviet Jewish emigrants this
fiscal year.
