year on the statements and
actions of PLO officials. But
the State Department op-
poses the bill, saying it has
little merit.
There are many American
Jews, and Israelis, who would
like to believe that Arafat and
the PLO have indeed chang-
ed. They are tired of the
fighting and the bloodshed
and the feeling of isolation
from the fellowship of nations.
Gorbachev has changed, some
say, why not Arafat? The dif-
ference is instructive, for Gor-
bachev has backed up his
words with action: he has
brought limited democratic
measures to the USSR and
opened wider the gates of
emigration.
The United States has
every right to demand that
Arafat back up his words with
deeds, that the PLO prove its
good intentions by calling a
halt to the intifada and endor-
sing Shamir's plan for West
Bank elections.
Doesn't this place the
burden on the PLO, rather
than Israel? Absolutely,
because that's where it
belongs. I=1

Israel Accepts
Beirut Refugees

Tel Aviv (JTA) — Since the
outbreak of the latest round
of fighting in Beirut, Israel
has permitted some 12,000
refugees from Beirut and the
surrounding area to enter the
border security zone in
southern Lebanon.
Most of the refugees are
Shiites, many of them elder-
ly men, women and children
who are joining relatives.
Thousands of other Shiite
refugees are gathering in
Tyre and Sidon, cities on the
coast of southern Lebanon,
but north of the security zone.

For Christian refugees from
West Beirut, there is . no
overland passage to southern
Lebanon and the only
possibility for them to leave is
by sea. For this reason many
of the refugees of the past
month have preferred to sail
to Cyprus and then on to
other locales.
Ha'aretz reported that dur-
ing the first two days of last
week, Lebanese merchants
had doubled their purchases
of foodstuffs in northern
Galilee in order to convey
them to southern Lebanon,
where there is a severe shor-
tage of these products.

Beginning with the 1989 tax year, Medicare-eligible indi-
viduals, primarily those 65 and over, may pay a surcharge of
$22.50 for every $150 of their total federal income tax lia-
bility. What's more, this tax will increase significantly over
the next five years.
One way to minimize your Catastrophic Tax surcharge is by
minimizing your federal tax liability. The Franklin Federal
Tax-Free Income Fund allows you to earn federally tax-free
monthly income,t therefore minimizing your federal tax
liability and the amount you pay in Medicare catastrophic
tax. You also can benefit from:

• Monthly Dividends
• Professional Management
• Nationally Diversified Portfolio

tile Fund's dividends
are subject to most state
and local taxes. For some
investors, federal or state
alternative minimum tax
considerations may also
apply.
