Schumer Wants Homework Regulated A half-century ago, many Jews faced the hazards of sweatshop labor in this coun- try. lbday, with declining federal regulation promising a return to those days, a Jewish congressman is taking the lead in tightening regula- tions and enforcement. Rep. Charles Schumer, (D- N.Y.), is considering legisla- tion that would stiffen penalties against employers who exploit workers in non- industrial settings. Schumer will reportedly call for stiff penalties for employers who violate sweat- shop labor regulations, and for an end to recent efforts to lift restrictions on "industrial homework" — labor, primari- ly in the textiles industries, that is performed in non- industrial settings. Schumer's bill, which is on- ly in draft form, will also mandate increased coopera- tion between the various federal agencies responsible for labor practices and seek to maintain the remaining restrictions on industrial homework. A study conducted at Schumer's request and due for release next month reportedly will show that the problems posed by sweatshop labor have worsened in the past decade, in part because of sharp funding cuts for agen- cies responsible for enforcing current regulations. The industrial homework issue has been followed close ly by Jewish groups like the National Council of Jewish Women and the Jewish Labor Committee. Amendments May Kill Child Care Bill The debate over child care continues to rage on Capitol Hill. There were recent hints that a key participant in the religious coalition pushing the Act for Better Child Care (ABC)•was pulling back from a compromise designed to ease concerns over the use of federal child-care money in facilities sponsored by chur- ches and synagogues. Now, those hints have become a reality that some Jewish activists suggest will cripple the bill. The U.S. Catholic Con- ference is now promoting several amendments which would allow child-care vouchers to be used for sec- tarian purposes. The amend- ments will be introduced soon by Sen. Wendell H. Ford, (D- Ky.), and Sen. Dave Durenberger, (R-Minn.). "In other words," said one Jewish activist, "federal money could be used to pro- vide education on sectarian issues, as well as for basic child care services. This is clearly something Jewish groups will have a hard time accepting?' But not all Jewish groups. Although Agudath Israel of America has not taken an of- ficial position, the amend- ments "look consistent with what we have been advo- cating," according to the group's Washington represen- tative, Nesanel Kasnett. But other Jewish activists worry that the amendments will unravel the coalition pushing the ABC bill. "This kind of effort will kill the bill — dead," said Judy Golub, assistant Washington-7' representative or the American Jewish Committee. Although he is not Jewish, Swartz said that anti- Semitism has been a major reason for his focus on pluralism issues.
