Earlier last week, the Bush
administration welcomed the
latest statements by the PLO
indicating a new flexibility to
accept Palestinian elections
on the West Bank and Gaza.
Reacting to comments
made by Khalaf, State
Department officials said
they were pleased by what
they described as a somewhat
surprising reversal in the
PLO's position.
Department
State
spokesman Margaret Tut-
wiler said the United States
was "encouraged by the will-
ingness of the Israelis,
Palestinians and others in the
area to explore the concept of
elections as part of a broad
political process."
She said that the United
States views elections as "one
part of a potential process
which should include negotia-
tions on interim ar-
rangements and a transi-
tional period, to be followed
by negotiations on the final
status of the West Bank and
Gaza."
Ross, for his part, said the
United States was asking all
sides not to impose conditions
on elections that would make
them impossible. He said both
the U.S. administration and
Israeli Prime Minister Yit-
zhak Shamir understand the
urgency of the situation in
the Middle East.
"We're looking at a region
where you see proliferation of
missiles and chemicals. We
need to deal with this pro-
blem. We need to diffuse this
problem. We need to move on
this problem so as to avoid
another Arab-Israeli war
because the next Arab-Israeli
war is going to look a lot dif-
ferent than the last one." 0

pean Community's Executive
Commission will allocate food
commodities worth about $13
million to the United Nations
Relief and Works Agency for
Palestinian Refugees.
An additional cash con-
tribution of $3 million is in-
tended to cover the operating
costs of the U.N. agency's sup-
plementary feeding program.
