Attention Keeps Haifa's USO Spot Open Recently, this column reported on a crusade by Shoshana Bryen, director of the Jewish Institute for Na- tional Security Affairs, to save the USO in Haifa. Recently, the ad-hoc Jewish Democratic Study Group engaged Washington consul- tant Ira Forman to conduct a study that will help launch the new organization. "What we're doing is con- ducting a number of inter- views with Jewish and Democratic leaders to ascer- tain the features and goals for this new organization," For- man said. "Among the Democrats we've talked to so far, there seems to be a great deal of enthusiasm about such an organization." Like any smart political planner, Forman is also talk- ing to the opposition. "The Coalition has been extremely helpful," he said. "But it would be premature to assume that we will be pat- terning this new organization after them." The nucleus of the organization is the Jewish Democratic Leadership Coun- cil, the group created last fall to boost Michael Dukakis' prospects among Jewish voters. "The perception may be that a group like this is superfluous," said Marc Pearl, director of the Americans for Democratic Action. "But despite the recent election, it is important for the Democrats not to take the Jewish vote for granted." The Haifa facility is the on- ly one in Israel and a favorite destination for thousands of Sixth Fleet sailors. Now comes word that the sudden flurry of attention caught the attention of people in high places; as a result of several weeks' worth of behind-the-scenes activity, it now appears that the USO will not be closing. "The Navy was furious about the closing," said Bryen. "Dick Cheney weighed in — heavily. And the USO people began hear- ing from many active and retired Navy people." The closing order also in- furiated Elmo Zumwalt, one of the Navy's powerhouses. A library at the Haifa USO is named after Zumwalt's late son. As a result, it appears that the Haifa USO will remain open. "It's not an earthshak- ing issue," Bryen said. "But it's satisfying."
