Jewish activists here have been confident of their technical defense of Israel's labor policies, but nervous about the apparent success of Arab-American groups in reaping a public relations windfall from their complaint. "From the ..beginning, this was more of a public relations battle than a serious labor question," said one leading pro-Israel activist here. "The frustrating thing is that the report confirms everything we've been saying. But the public is left with the impres- sion, created by the earlier stories, that there's bias in Israel's labor practices. So it's a victory, but it loses some of its luster if nobody knows about it." Child Care Bill Suffers Major Setback The Act for Better Child Care (ABC), the landmark bill being promoted by a long list of Jewish groups, has been plagued with problems centering on the use of federal funds in church and synagogue-sponsored day care facilities — a hefty pro- portion of all day care facilities in this country. And now, a hard-won com- coalition backing the bill by objecting to a section pro- hibiting the use of federal money for sectarian purposes, something Jewish activists thought had been addressed by the church-state compromise. And the Catholic group wants to exempt child care vouchers issued under the program from prohibitions against religious uses of the money, a position that sup- porters of the ABC measure worry may entangle the bill in yet another distracting church-state battle. Sen. Edward Kennedy, (D- Mass.), and Sen. Chris Dodd, (D-Conn.), the bill's key spon- sors, are leaning on the Catholic group in an attempt to prevent further complica- tions on the church-state front. This latest controversy comes at a time when the ABC bill is under intense fire from a coalition of Christian Right groups. "We expect that the Con- ference may attempt to work this out as an amendment to the bill," said Judy Golub, assistant Washington representative for the American Jewish Committee. "If they do that, they will kill the bill."
