the warm afterglow, last Fri-
day.
"Shamir-Bush Talks Con-

in Ha'aretz, while the
religious daily Hatzofeh
painted an even more positive
picture, pointing out that
Bush had been encouraged by
Shamir's pledge that "All
Negotiating Options Are
Open."
By the end of the weekend,
however, Israelis had sobered
up. True, the sky had not
fallen, and the widely feared
rupture in relations had not
been realized, but the
euphoria was obviously
premature: the apocalypse

had not occurred; it had only
been delayed.
"While a confrontation did
not occur," noted the mass-
circulation Hebrew-language
daily Ma'ariv, "it has merely
been postponed."
In an interview on Israel
Radio, Deputy Foreign
Minister Binyamin
Netanyahu refused to address
"hypothetical situations" —
that six months down the
road, the United States may
suggest that Israel attend an
international peace con-
ference and start negotiating
with the PLO.
"Right now there is a con-
crete, practical and positive
proposal put forward by
Israel, and the United States
supports this move."0

Jackson-Vanik
Waiver Wanted
New York — The
Workmen's Circle is calling
for a waiver of the 1975
Jackson-Vanik Amendment,
which links most-favored-
nation trade status to
freedom of emigration for
Jews and other minorities.
Explaining the move,
Workmen's Circle President
Harold Ostroff said, "What
we are advocating is not
repeal of the amendment but
a waiver of enforcement, in-
asmuch as the Soviets have
demonstrated by concrete ac-
tions, such as increased
emigration and encouraged
cultural pursuits, a desire to
live up to the spirit of
glasnost."
