NPD won 6.6 percent of the
popular vote, giving it for the
first time representation in
the municipal council.
Werner Kohlhoff, a
spokesman for the governing
mayor of Berlin, said that the
ban will apply to all ac-
tivities, including organizing
and meetings.
The federal government in
Bonn moved last week to
block popular support for ex-
treme right-wing parties by
making it more difficult for
foreigners to reside in West
Germany. Authorities decided
to limit the numbers of ethnic
Germans arriving here from
Eastern Europe, who compete
for jobs and scarce housing.
The ethnic Germans are
those of German ancestry
who lived in regions that
came under Soviet control
during or after World War II.
They have struggled long to
be repatriated to West Ger-
many, the country they have
thought of as their own.

French Jews
Paris (JTA) — France's
Jewish community is in an
uproar over Yassir Arafat's
forthcoming visit to France
and is planning a campaign of
posters, newspaper adver-
tisements and demonstra-
tions to protest President
Francois Mitterrand's plans
to meet with the Palestine
Liberation Organization
leader.
No date has been fixed for
that meeting, but diplomatic
observers believe it will take
place in Paris shortly after
Israeli Prime Minister Yit-
zhak Shamir concludes his
trip to the United States.
Elysee Palace's official -an-
nouncement that the meeting
will take place in France,
rather than some distant
country like Tunisia or
Egypt, has further angered
the local Jewish community.
Theo Klein, president of
CRIF, the umbrella organiza-
tion of Jewish groups in
France, has asked Mitterrand
for an audience.
Klein, who plans to meet
the president with a represen-
tative Jewish delegation, has
issued a statement stressing
that because Mitterrand is "a
sincere and loyal friend of
Israel," an explanation for his
decision is warranted.

Foreign Minister Roland
Dumas to express the Israeli
government's disappointment.
