here believe that he will
almost certainly follow in the
footsteps of his Pentagon
predecessors in pushing for
still more large-scale weapons
transfers to moderate Arab
countries.
Still, he is likely to find a
way to work with his Israeli
counterparts as well. The best
guess here is that he will be
more supportive of Israel
than Caspar Weinberger —
probably about as friendly as
was Frank Carlucci during
the final year of the Reagan
administration. Because he
represented a very small
state with only a handful of
Jews, Cheney did not have to
deliver many major addresses
on Israel. "He hasn't thought
about the subject too much,"
one Capitol Hill source said.
But Cheney did speak
before the American Israel
Public Affairs Committee
(AIPAC) in 1984, a presiden-
tial election year in the
United States. He
underscored his commitment
to "the growing importance of
our shared strategic in-
terests" with Israel.
"The determination of the
United States to maintain
and build on that historic
relationship is not the subject
of partisan debate," Cheney
said. "There is no Republican
or Democratic position on the
security of Israel — only an
American position."
In the speech, Cheney went
on to urge the largely-Jewish
audience to support a strong
U.S. defense and a large Pen-
tagon budget. "What's at
stake," he said, "is the future
commitment of the United
States to maintain that
[military] commitment — to
be the strong, reliable and ef-
fective partner that future
generations of Israelis can de-
pend upon."
Whatever attitude toward
Israel Cheney does adopt at
the Pentagon in the coming
years, there is no doubt that
he is talented and committed.
He will command a great deal
of respect in Washington, and
therefore he will be a forceful
defense secretary.
Israeli officials believe that
it is important for Cheney to
meet at an early opportunity
with Defense Minister Yit-
zhak Rabin and other Israeli
leaders. "It will be crucial for
us to establish some personal
ties and some good chemistry
with him," one Israeli official
said. "Otherwise, there could
be problems."
