• The
Soviets
have
"massively" increased the
rate of Jewish emigration
from the USSR. Twenty thou-
sand Jewish emigrants left
last year; up to 30,000 are ex-
pected to leave this year.
"Given the figure Israel cites
of 80,000 wishing to leave,"
wrote Halliday, "emigration
should no longer be an issue
between the two states."
• Twelve thousand Soviet
Jews visited Israel last year
as tourists, 6,000 visited the
United States and, "according
to Israeli sources, all
`prisoners of Zion' have been
released form Soviet jails."
Halliday attributed this
changing Soviet attitude
toward Israel to several fac-
tors. At "the broadest level,"
he wrote, there is "an evident
desire to work toward a reduc-
tion and possible resolution of
a major regional issue that
has bedeviled U.S.-Soviet rela-
tions since the 1973 war."
But also at work, wrote
Halliday, is China's entry in-
to the Arab-Israeli dispute,
especially its forging of covert
military links with Israel.
Another factor, he said, is
that Israel may "soon"
possess the capacity to hit the
southern cities of the Soviet
Union with nuclear weapons,
using its Jericho II missiles.

Urges U.S. To Cut
Aid To Israel

A recent article in the Sun-
day Washington Post urged
Americans to cut back
drastically on financial aid to
Israel. The piece, which ap-
peared in the Post's Sunday
opinion section, "Outlook,"
was written by Steven
Pearlman, the paper's deputy
financial editor.
Pearlman's thesis was that
"too much" American aid has
kept Israel from making
"tough choices," such as
negotiating with its Arab
neighbors.
Pearlman calculated that
Israel currently receives
about $4 billion yearly from
the United States.
Pearlman asserted that
Israel's dependence on
American aid has "embolden-
ed the most hardline of Israeli
leaders':
Pearlman also said that
American Jews' "single-
minded focus" on Israel has
"alienated many younger
Jews from institutions they
might otherwise join — and,
yes, even from their own
religion."
