More and more, Jewish
groups are recognizing the
need for a strong Washington
presence and for skilled
Capitol Hill professionals to
represent their interests
before Congress and the
administration.
So when the Hebrew Im-
migrant Aid Society (HIAS)
began dealing with the up-
surge of Soviet Jewish im-
migration last year, they
turned to a certified
Washington insider.
"Basically, I've been in and
out of government for many
years," said Arnie Leibowitz,
HIAS's Washington counsel.
"After law school, I clerked
for a judge here. Then I went
into the foreign aid program.
Years ago, I became involved
in the territories of the
United States. At one time I
represented almost all of
them in actions against the
U.S. government?'
In 1980, Leibowitz signed
on as special counsel for the
select committee on immigra-
tion, where he played a major
role in the drafting of the
Simpson-Mazzoli Immigra-
tion Reform and Control Act
of 1986.

American Jewish Committee
and other groups have argued
just as vehemently for anti-
discrimination provisions.
Under the compromise,
discrimination in hiring and
admittance would be pro-
hibited, but with "qualifiers"
that would give religious in-
stitutions a certain flexibili-
ty in giving preference to
their own members.

are part of an effort to put
pressure on the government
of South Africa because of its
apartheid policies.

Strict sanctions.

If lobbying paid by the hour,
the escalating flap over child
care legislation would provide
a handsome income for many
Jewish activists.
After months of wrestling
with the issue, represen-
tatives of a number of
religious groups have been
part of a successful com-
promise on church-state
language in the Act for Bet-
ter Child Care, a comprehen-
sive bill designed to provide
serious financial assistance
for the nation's troubled day
care system.
The crunch for the ABC bill
last session was the delicate
problem of providing federal
money for sectarian institu-
tions, which provide a high
proportion of day care
services.
Groups like the U.S.
Catholic Conference - and
Agudath Israel of America
have argued against strict
limits on the right to select
teachers and students from
groups that share their
religious values; the

by Sen. Paul Simon, (D-Ill.),
Sen. Edward Kennedy, (D-
Mass.), Sen. Alan Cranston,
(D-Calif.), and Sen. Albert
Gore, (D-Tenn.). Over on the
House side, a similar measure
has been introduced by Rep.
Ron Dellums, (D-Calif.).
The new legislation would
go far beyond the 1986 sanc-
tions bill, enacted over Presi-
dent Reagan's veto, by giving
companies currently doing
business with South Africa
six months to get out.
Currently, a number of
Jewish groulas are supporting
the sanctions package, in-
cluding the National Council
of Jewish Women and the
Union of American Hebrew
Congregations. At its recent
Washington plenary session,
the National Jewish Com-
munity Relations Advisory
Commission voted to support
strict sanctions, although the
group agonized over the
potential effect of the legisla-
tion on South Africa's large
Jewish population.
