"As long as Egypt remains dependent on these factors — and as long as these factors remain its top priorities — the peace treaty will hold. There is no reason for the Egyptians to rescind the treaty. They are quite content for it to remain a superficial, technical peace. It is we Israelis who yearn for normalization." Vatikiotis said he believes that while Egypt was formal- ly expelled from the. Arab League after signing the peace treaty, it has effective- ly remained the focal point of the Arab world. "It is now the only real moderating influence in the Arab world, and it is continu- ing its policy of building an Arab peace coalition, drawing in Jordan, some other Arab states and some of the Palestinians. "The process might even- tually become so attractive that it will draw in the Syrians — there are already signs of a rapprochement bet- ween Syria and Egypt. "So while there are some unpredictable jokers in the pack, I am inclined to believe that the momentum within the Arab world be toward peace rather than war." Dr. Israeli agrees that it is in Egypt's interests to broaden the peace process in order to remove the stigma of being the only Arab state to have struck a deal with Israel. He has, however, far lower expectations about the nature of future peace treaties than he had ten years ago. "If the pattern of the future follows the pattern of the past, the concessions will all be expected to come from Israel," Dr. Israeli said. "In the course of monitoring the Arab media and reading Arab literature, I am convinced that peace for the Arabs means Israeli territorial con- cessions. Period." At the same time, however, Dr. Israeli is quick to point out that the moderate regime in Cairo is not an immutable fact of life. "President Mubarak cer- tainly keeps both eyes on his opposition, but I do not en- visage his overthrow," says Dr. Israeli. "Then again, who could have imagined that the Shah of Iran would fall just six months before Ayatollah Khomeini took over.
