T
he present confronta-
tion between the Is-
rael Defense Forces
imposing law and order in the
occupied territories, and the
media (foreign and Israeli)
covering these events is
unavoidable. The media is
running after "stories," and
there is nothing more attrac-
tive than a fight between two
uneven forces — the Israeli
military on one hand and

other hand.
The media demands com-
plete freedom, uncensored
data, and information that is
updated and available im-
mediately. Israel's interest is
different. Its first responsibili-
ty is to restore law and order,
to restore calm and routine.
From this point of view, the
media comes second.
Furthermore, because of ob-
jective problems, the IDF find
it extremely difficult to sup-
ly accurate, reliable and
prompt answers as requested
by the media. And so the
press gives first a non-verified
Palestinian story and we in

side of the case.
There is an inherent pro-
blem how to communicate the
elementaries of the present
conflict from our point of
view. First, you have to
understand that Israel is at
war. Since November 1947,
when. the U.N. passed a
resolution to establish in
Palestine a Jewish and an
Arab state, Israel has been at
war. The reason is always the
same — Arab refusal to accept
this resolution and recognize
Israel's right to exist as a
sovereign, independent
Jewish state.
The next point to unders-
tand is the difference between
Israel, ruled by the Knesset,
the government and by
civilian law, and the occupied
territories — the West Bank
and the Gaza Strip — which
are administered by a
military government accor-
ding to international law. As
long as this state of occupa-
tion continues, the civilian
authorities have no standing
there.
The fact that there is no
physical barrier between
Israel and the territories, the
fact that we allow free move-
ment in both directions, does
not change this reality. And
after 21 years it is still the
same. There is no contradic-
tion when Israel claims to
have a deeply-rooted
democracy, while the occupied
territories are being ad-
ministered according to a
totally different ball game.
The last point relates to the
riots. Everyone of us here has
witnessed demonstrations,
and some were violent and in-
cluded casualties. But this is
not the character of the in-
tifada in the territories.
