In recent days, a number of
other Jewish groups have
made the trek to Capitol Hill,
as well.
Last week at a "peace con-
vocation" sponsored by the In-
terreligious Council for Mid-
dle East Peace drew an
overflow crowd to hear
speakers like Rabbi Arthur
Hertzberg and Galia Golan of
Israel's Peace Now movement.
Participants in the convoca-
tion blanketed Capitol Hill on
Thursday, supporting the U.S.
opening to the PLO and urg-
ing Congress to find ways to
pressure the Jerusalem
government into a more active
role on the peace front.
"Some pro-Israel groups are
lobbying to get the govern-
ment to break off the dialogue
with the PLO,'' said one par-
ticipant in the gathering. "We
want to let our representatives
know that there's a segment of
the American population that
actively supports the
dialogue."

Watching Gun
Control Bills

Metzenbaum:
Working for gun control.

Is gun control a Jewish
issue? Groups like the
American Jewish Committee
and the American Jewish
Congress suggest that it is.
Most Jews, they point out, live
in cities, where the threat pos-
ed by the spread of these
weapons is greatest. "And the
statistics show that these are
the types of weapons that
those perpetrating hate
crimes violence are often
found with," said the AJ Com-
mittee's legislative aide Nisha
Abkarian Shrier.
"This is something we feel
very strongly about," Shrier

said. "It will be a high priori-
ty for us as legislation moves
forward".
Jewish activists are working
to build a coalition around a
bill sponsored by Sen. Howard
Metzenbaum, (D-Ohio).
Metzenbaum recently won
reelection despite heavy op-
position by pro-firearms
groups.
The Metzenbaum bill would
prohibit the sale and posses-
sion of assault weapons like
the AK-47, although it would
exempt guns already owned
before the bill's enactment.
In the House, several bills
are in the hopper. Rep. Pete
Stark, (D-Calif.), has introduc-
ed a companion bill to the
Metzenbaum package. Rep.
Howard Berman, (D-Calif.),
and Rep. Robert G. Toricelli,
(D-N.J.) also have introduced
bills.

Hamilton Seeks
Foreign Aid
Budget Changes

Rep. Lee Hamilton, (D-Ind.),
is continuing his methodical
campaign to revamp the
foreign aid process.
Hamilton has indicated
special concern about the
"earmarks" that Congress
uses to designate giant
chunks of money for Israel
and Egypt, thereby protecting
this money from across-the-
board budget cuts.
Now, Hamilton is quietly
arguing for a change that
would let Congress ap-
propriate money for specific
regional "accounts," but not
for individual countries.
Under one proposal, a "Mid-
dle East account" might in-
clude everything from Oman
to Morocco — with Israel and
Egypt sandwiched somewhere
in the middle.
The State Department
would decide on the exact pro-
portions of the money going to
each country in the account.
Currently, Hamilton's
Europe and the Middle East
subcommittee is marking up
the foreign aid part of the
State Department budget.
There is speculation that
Hamilton will use his
prerogatives as chairman to
insert some of his anti-
earmarking proposals in the
first draft of the committee's
markup.
But Hamilton faces serious
obstacles. The biggest is time;
the foreign aid budget has
been placed on the fast track
this year in an 'effort to avoid
last-minute chaos.
