The Grinberg Family ap- plied for a visa in 1978 to live in Israel, where Mrs. Grinberg's father settled. When they applied, Grinberg, an engineer, was promptly dismissed from his job and, as a consequence, the family lived in reduced cir- cumstances for eight months, all the time waiting for their visas. In the end their ap- plication was rejected, and they were refused without any obvious reason.
