demonstrations on political
and social issues. These riots
are part of the Palestinian
war against Israel.
The stones thrown are no
little pebbles — they are real
rocks; these are Molotov
cocktails with the intention of
killing all Israelis — civilian
or military. Israeli police and
military who are caught in
such demonstrations do not
open fire to impose order. In
most cases, they are just try-
ing to save themselves from
an extremely dangerous
situation.
Israel cannot renounce its
responsibility to maintain
law and order, to maintain
open roads for the Israelis as
well as for the Arabs and, if
necessary, Israel is determin-
ed to impose it by force.
And, of course, Israel wishes
to minimize civilian or
military casualties. In case of
emergency we open fire on
rioters. The orders, however,
are to use minimum force and
to show maximum restraint.
The Arabs regard the media
as their main objective. They
manipulate the media very
cleverly; they use the media
as a lever to discredit Israel
and demonize her.
They do it by creating riots
which attract the media to
cover the confrontation be-
tween two uneven forces, and
by feeding the media with
atrocity stories.
Unfortunately, we find too
many media people caught by
this trap. They exaggerate the
numbers of Palestinian
casualties and deaths. The
easiest way of doing it is to in-
clude people hurt and killed
in traffic and other accidents.
The Palestinian figure of kill-
ed is almost double the
carefully verified IDF
number.
I do not wish to imply that
there were no cases of
maltreatment. You have to
understand that we have, on
a daily basis, thousands of
soldiers and policemen involv-
ed in the role of preserving
law and order. Almost every
day dangerous and in-
furiating clashes explain,
even if they do not justify, the
individual cases of non-
normative behavior.
What I want to emphasize,
however, and in the clearest
terms, is that all these cases
are contrary to the Israeli
policy. Every one of these non-
normative cases is im-
mediately investigated and
many soldiers and officers
were detained, brought to
trial and punished.
In addition to very clear in-
structions to soldiers, the IDF
have prepared a special video-
cassette which has compiled
some of the worst TV reports

of Israeli security forces enfor-
cing law and order, so that
every one of the soldiers, who
are invited to watch the show,
will have a first-hand
understanding how his per-
sonal acts may determine and
harm Israel's image abroad. I
can tell you that this cassette
has done great service.
Regarding prevailing condi-
tions in other parts of the
world, allow me briefly to say
a few words of criticism. I
believe that the media in
presenting recent events in
the Israeli occupied ter-
ritories in no proportion com-

pared to the coverage of riots
and bloodshed in other parts
of the world. The classic
media reply to criticism is
that the public has a right to
know.

In his comments on the sub-
ject, Mortimer Zuckerman,
chief editor of U.S. News and
World Report, recommends
that in the coverage of civil
resistance and ' terrorist ac-
tion "the line can be -drawn
between responsible coverage
and terrorist exploitation."
The idea that there is a posi-
tion of neutrality and objec-
tivity between terrorists and
the people and societies they
attack is a fallacious moral
symmetry.
It would be good to adopt
the comment of Winston
Churchill who said that
"there is no position of
neutrality between the ar-
sonist and the fire brigade."
Allow me to conclude with
three requests:
1) We are first to recognize
the urgent need for a political
solution of the Arab-Israeli
conflict. But do not judge the
riots in the territories in the
same way. A political claim,
even if justified, should not
excuse the breaking of law
and order, the introduction of
chaos and the use of weapons
capable of killing innocent
people.
2) Do not judge Israel by the
exceptional non-normative
cases (which we are first to de-
nounce and to uproot) but by
the accepted and official
policy
as
generally
implemented.
3) In spite of the difficulty,
please try to understand the
conditions in Israel so dif-
ferent from the reality you
know at home. Try to judge us
from the point of view of a na-
