I OPINION CONTENTS Israel Should Accept Arafat's Statement SETH GRIMES T he Palestine Libera- tion Organization has declared its will- ingness to negotiate with Israel on the basis of United Nations Security Council Resolutions 242 and 338, which affirm Israel's right to exist. It has condemned ter- rorism through acceptance of resolutions 42/159 and 61/40. While these acceptances fall short of explicit recognition of Israel and unconditional abandonment of terrorism, the PLO has moderated its position in a serious effort to make peace. Israel's response to the PLO's acknowledgement of Jewish national rights is once again denial that the Palesti- nians have any similar rights. In effect, the government has repudiated the 1947 U.N. par- tition resolution — the basis for Israel's statehood — and is using whatever pretext it can to, avoid negotiations that would lead to ceding land to the Palestinians. This is evi- dent in Prime Minister Yit- zhak Shamir's claim that Israel has satisfied its obliga- tion under U.N. Resolution 242 — "Withdrawal of Israel armed forces from territories occupied in the recent conflict [the 1967 war]" — by return- ing the Sinai to Egypt. Israel returned the Sinai under the Camp David Accords, but has repudiated the provisions that Palestinians in the West Bank and Gaza be granted limited autonomy,over a five- year period, with a perma- nent settlement guarantee- ing Palestinian political rights to follow. United States is now setting foot on the road to a PLO state. What is there to talk about except the conditions under which the United States will even- tually force Israel into accep- ting such a state. Anyone who think_s that this is also the road to peace deserves to be called a fool!' The State Department, with George Bush's approval, legitimized the PLO as a United States negotiating partner. This was done by having Yassir Arafat read aloud an American-prepared statement that denounced terrorism and acknowledged that Israel existed. The PLO statement is as phony as a three dollar bill. The Near East Report notes: "Arafat never admitted the PLO had practiced terrorism in the first place. Thus the PLO could continue its violent at- tacks against Israeli citizens because their acts would be forms of resistance, not terrorism. On Dec. 12, 1988, Arafat's deputy Salah Kha'laf was quoted in the Kuwait newspaper Al-Soyassi as say- ing, "The establishment of a Palestinian state in any part of Palestine has the goal of the establishment of a Palestinian state in all of Palestine!' In an interview with Al- Qabas on Dec. 23, Arafat denied that he had sur- rendered to American precon- ditions and demands. He stated that he is opposed to any alternative to Jerusalem as the capital and to a demilitarized Palestinian state unless the Israeli army were also disarmed.
