carry the Palestinians a long
way down the road to self-
rule. It would help to remove
the yoke of Israeli occupation
and allow them to get on with
the business of running their
own lives. However, the for-

The election of Palestinian
representatives in the oc-
cupied territories, while no
doubt supporters of the PLO,
would inevitably undermine
the PLO's claim to be the sole

the Palestinian people.
The emergence of such
leaders could seriously under-
mine the authority of the

established Palestinian
leaders in exile and split the
$111° fractured movement still
further.
Indeed, the debate current-
ly raging among Palestinians
in the West Bank and Gaza is
whether or not they should
continue their dialogue with
Israeli authorities.

act of talking to Israeli of-
ficials might be interpreted as
negotiations and would
undercut the PLO; others,
like Faisal Husseini, believe

"We must talk with the
Israelis," he said emphatical-
ly this week. "They must
hear from us that there will
be no alternative Palestinian
leadership, that they must
negotiate with the PLO." 0

Dress Rehearsal
For Washington

If the Bush administration
is hoping that Israel's leaders
are ready to follow
Washington's example and
take the leap of faith that will
propel them to talk to the
PLO, it is in for a big
disappointment.
Emboldened by the stunn-
ing victory of his Likud Par-
ty in Israel's municipal elec-
tions last week,' Prime
Minister Yitzhak Shamir was
more defiant than ever in a
wide-ranging interview with
the BBC at the weekend.
The PLO would never
deliver peace, said the Israeli
leader with uncharacteristic
passion, "because they are op-
posed to peace. They are
criminals, liars, enemies of
our people."
In what may well have been
a dress rehearsal for his visit
to Washington, Shamir flatly
dismissed Arafat's renuncia-
tion of terrorism and his ac-
ceptance of Israel's right to
exist: "It's a lie, it's a lie," he
said. "They don't mean it.
"The goal of the PLO is to
destroy Israel. [Arafat1/2 pro-
nounced a few phrases, but
throughout their history of
more than 20 years the PLO
have said this is their goal,
this is their ideology, this is
their philosophy."
