He said that the PLO is willing to go to an international conference in order to speak with the enemy but he added that the uprising will continue "wave after wave, until the Israeli occupation is brought to an end, and our flag flies all over our independent land." There is no excuse for any State Department officer not to be aware of the above or similar expressions made almost daily by PLO leaders, directly contradicting the "de- nouncing of terrorism" made at Geneva. Statements made by PLO leaders demonstrate quite clearly there has been no genuine acceptance of Israel's right to exist behind secure borders, no departure from the stage-by-stage policy of dismantling Israel and no renunciation of violent means of achieving it. It has been made clear repeatedly, the Palestine Na- tional Covenant still remains the PLO's constitution, its guiding set of principles. The Covenant claims all of Palestine. It embraces "arm- ed struggle" as the basis of "liberation" through the destruction of the "racist" and "facist" Zionist "presence." While the Palestinian Arabs are termed a "people," Jews are seen as belonging to a religion, not a nationality. This invalidates the Jewish peoples' claims to the Land of Israel/Palestine. Only Jews in Palestine before 1880 ("until the beginning of the Zionist invasion") will be allowed to remain within the new state of "Palestine." The U.N. Partition of Palestine in 1947, and the State of Israel emerging from it, are "entirely illegal" accor- ding to the Covenant; the passage of time cannot affect this principle. Zionism is an "illegitimate" movement, and states concerned with "rights and justice" should "outlaw its existence." It should be of concern to our State Department, as it is to Israel, that the PLO insists they still are guided by that Covenant. The PLO is supposed to have recognized Israel's right to exist — and thereby satisfied one of the State Department conditions — by accepting U.N. Resolution 242 (1967) and 338 (1973) — which call for peace and mutual recognition between all states in the region on the basis of direct negotiations and land-for-peace. But the PLO said they accept U.N. 242 along with other U.N. resolutions since 1947. These include the "right to return" to Israel of Palesti- nian Arabs (Arafat at Geneva said there were three million Palestinians . that must be allowed to return); the right of "liberation movements" to use violence and terror; the anti-Semitic "Zionism equals racism" resolution of 1975 (which makes Israel an "outlaw" state); resolutions demanding the interna- tionalization of Jerusalem, the return of the Golan Heights, and so on.. The State Department's report on human rights states: "Israel has rejected U.N. General Assembly Resolution 194 of 1948 which calls on Israel to permit the return of Arabs who left .. ." The Arabs made-no secret of their rationale for repatri- ating the refugees. Egyptian Foreign Minister Muhammad The PLO's rule was so brutal in Lebanon, the local populace welcomed Israeli troops in 1982 as liberators. Saleh al-Din said: "It is well known and understood that the Arabs, in demanding the return of the refugees to Palestine, mean their return as masters of the Homeland and not as slaves. With greater clarity, they mean the liquidation of the State of Israel?' Further, 242 stipulates Israeli withdrawal from "ter- ritory occupied in 1967, not "the territory" or "all ter- ritories." The PLO distorts 242 to read "Israeli withdrawal from all the ter- ritories:' The ambiguous use of the term "occupied territories" looks as if it means Gaza and Judea-Samaria. But the PLO Covenant condinues to view all of "Palestine" (including Israel) as "occupied territory." The PLO has killed some tens of thousands of people by now, only a relatively small number of whom are Israeli or Jewish, though these in- clude many school children. Arafat is the one we can thank for the extra time and money we now spend on air- port security. The PLO masterminded the political strategy of blowing up inno- cent travelers as a means of making a political statement. PLO chieftains are mer- ciless and despotic.
