and there is every indication
that he would make the an-
nexation explicit if he
thought he could get away
with it.
Given the unlikelihood of
any reciprocal movement on
the part of Israel to the PLO's
overtures, the situation in
Israel and the territories will
only worsen. The Palestinians
in the West Bank and Gaza
will not abandon their upris-
ing and Israel will be forced
to use ever harsher methods
to control them. Already, in
the last year, more than 278

rested (many administrative-
ly — without charges); scores
have been ordered deported.
The violence of the status quo
will continue until some way
to end Israel's rule over the
1.7 million Palestinians in
the West Bank and Gaza is
found.
If Israel annexes the ter-
ritories — explicitly or im-
plicitly — it will face the pro-
spect of more Arabs than

Jews living in Israel in a few
yeas because of the difference
in birth rates. If Israel is to re-
main a Jewish state, then
either a minority-rule,
apartheid-style regime will
have to be instituted, denying
non-Jewish Israelis full civil
rights, or a large number of
Arabs will have to be expell-
ed. Apartheid is hardly in
keeping with Jewish tradi-
tion, and the mere idea of ex-
pulsion should be abhorrent
to anyone familiar with the
Jewish experience in the
Diaspora. More important,
none of Israel's alternatives
to recognizing the Palesti-
nians — not continuation of
the status quo, not annexa-
tion with a minority-rule,
Jewish government and not
expulsion of Arabs — will
bring Israel security and a
lasting peace.
Entering a peace conference
based on an abstract recogni-
tion of Palestinian rights and
on U.N. Resolutions 242 and
338 — all the Palestinians re-
quire — won't cost Israel a
thing. The PLO realizes it
can't defeat Israel militarily
and that it will have to
recognize Israel explicitly
once talks begin to gain
anything. If the Palestinians
are not forthcoming once a
conference begins, Israel will
not be forced to give up an
inch of territory. If a con-
ference fails, Israel will be in
the same position it's in to-
day, but a serious attempt to
find peace will have been
made. Israel can lose little by
saying yes; Israel can win
lasting peace and security.
The PLO has sent Israel
and the U.S. a message: The
Palestinians accept Israel and
are willing to negotiate a
peace settlement. Their
message is not everything
Israel and the U.S. ask, but it
is enough to justify undertak-
ing negotiations. The United
States and Israel must talk to
the PLO before yet another
oportunity to make peace
slips away. 0
