If the allegations, made by the Tehiya party, are verified, the committee will not hesi- tate to order new elections in those districts. The areas in question are located in Jerusalem, Bnei Brak and Ramat Gan, and the charges implicate ultra- Orthodox parties. Committee chairman Haim Corfu of Likud told reporters that it was alleged that votes were cast with the identity cards of persons deceased, and that the identity cards of per- sons abroad on election day were misused. Thhiya, a right-wing party, barely missed winning a fourth seat in the Knesset. It blames its failure on ir- regularities by Degel Hator- ah, a new religious party which entered the Knesset for the first time with barely enough votes for two seats. If new elections are ordered, Thhiya hopes to gain at least one seat at the expense of Degel. Four ultra-Orthodox resi- dents of Bnei Brak, a reli- gious township north of Tel Aviv, were sentenced to prison terms last month for voting more than once last Nov. 1 with exchanged I.D. cards. Israel Denies Being 'Obstacle' United Nations (JTA) — A Security Council debate on violence in the administered territories began with an angry denial by Israel that it has become an obstacle to peace. Johanan Bein, acting Israeli amb4ssador, said that his government continues to seek direct negotiations with its Arab neighbors and Palestinians living in the West Bank and Gaza Strip. Responding to a Palestine Liberation Organization representative's call for U.N. protection of Palestinians in the territories, Bein said: "An uninvolved observer listening to some of the speeches in this debate would think that Israel was simply facing harmless demonstrations." The Security Council meeting is being held at the request of the Arab group of states, on behalf of the PLO- led Palestine observer mis- sion to the United Nations.
