War over, Moscow can now ex-
ert sufficient leverage to heal
the rift within a matter of
months.

moon for Israel will be over

prepared to unilaterally
make major political conces-
sions, it will almost certainly
encounter massive super-
power pressure — accom-
panied by a chorus of interna-
tional support — to remove its
ideological blinders and join
in the elusive search for
peace.

Is It Time
For Israel
To Talk?

Prophesy is a high-risk oc-
cupation for political scien-
tists who attempt to interpret
the signs and wonders that
emanate from the Holy Land
in the 20th Century.
Few, however, doubt that
1989 will be a watershed year
for Israel — year of political
turbulence at home and of
diplomatic turbulence in its
international relations.
Both Washington and
Moscow have embarked on a
pragmatic approach toward
resolving the Middle East
conflict, which is likely to set
Israel on a dangerous colli-
sion course with the combin-
ed wills of the superpowers.
According to Soviet Foreign
Minister Eduard Shevard-
nadze, international consen-
sus over the need and means
for resolving the conflict is
unprecedented.
Compounding Israel's pro-
blems is the fact that there is
a deep and growing internal
division over the future direc-
tion of the Jewish state.
With opinion polls in-
dicating that just over one-
half of the Israeli population
— 53 percent — favors talks
with the PLO (though only a
small minority supports the
establishment of an indepen-
dent Palestinian state in
their midst), the voices within
the Labor Party which are
calling for a dialogue with the
PLO are becoming louder and
more insistent.
These voices have been
strengthened by the peace
campaign launched by the
PLO at the Palestine Na-
tional Council in Algiers last
November.
