The speaker, Ghassan Rubiez, the council's secretary for the Middle East, was addressing the annual conference of the U.N. Corn- mission on Human Rights. He maintained that Israel's occupation of the West Bank, Gaza and East Jerusalem was illegal and must be ter- minated to allow for the establishment of a Palesti- nian state. Rubiez said Israel should be guaranteed peace and securi- ty by all of its neighbors and by the world community. But he deplored what he said was the repression of the Palestinians.
