Cautions Israel

Geneva (JTA) — An official
of the World Council of Chur
ches has called for the
establishment of a Palesti-
nian state, and cautioned
Israel that its security lies not
in arms but in good relations
with its neighbors.
The speaker, Ghassan
Rubiez, the council's
secretary for the Middle East,
was addressing the annual
conference of the U.N. Corn-
mission on Human Rights.
He maintained that Israel's
occupation of the West Bank,
Gaza and East Jerusalem was
illegal and must be ter-
minated to allow for the
establishment of a Palesti-
nian state.
Rubiez said Israel should be
guaranteed peace and securi-
ty by all of its neighbors and
by the world community.
But he deplored what he
said was the repression of the
Palestinians.
