Elon compared the Israeli
government's stance toward
calming the Palestinian in-
tifada to France's fatal
policies during its last years
in Algeria. The government,
wrote Elon, has "held out a
vague possibility of elections
in the territories, but on con-
dition that the uprising come
to an end first. It sounded like
the classic fusion of illusion
and tragedy that has been
well known since Algeria.
During a rebellion, negotia-
tion is always thought of as
appeasement, to be avoided at
all costs. But as soon as order
is restored, there is no longer
any need to deal, and so on
and so on, until it is too late.
Is it too late already? For the
time being, deadlock is in the
air."
Among Elon's other
comments:
• The 14-month old ntifada
has caused the "near-
collapse" of the Israeli ad-
ministration in Gaza and the
West Bank. Crime is said to
be "rampant" and many
government-run social ser-
vices "have collapsed."
• "Most [Israelis] seem to
assume that the outrages af-
fect only Palestinians in the
territories, and will never
become the norm in Israel
proper." When Israeli novelist
Abraham Yehoshua told an
interviewer last fall that he
could now understand how so
many Germans could say
after World War II that they
had never seen or heard of the
concentration camps, the
statement, said Elon, "hit a
nerve and elicited wide pro-
test."
• The number of soldiers
now on duty in the West Bank
"is said to be more than three
times the number needed to
conquer it during the Six Day
War."
