middle.
The first act came in the
form of the so-called "Javits
report," the annual ad-
ministration estimate of
possible arms sales for the up-
coming year.
Included in this year's list
are a number of controversial
possibilities — including 315
M1A1 Abrams tanks for
Saudi Arabia. The M1A1 is
this country's main battle
tank. The report also includes
a possible 1,500 TOW anti-
tank missiles for Kuwait, as
well as 2,030 M1A1 tanks —
and advanced helicopters for
Bahrain.
And the repores.cover letter
hinted that Saudi Arabia
might seek to replace its F-5
jets with more modern air-
craft, a move that would
guarantee an all-out fight in
Congress.
But observers point out that
last week's list is just the
opening gambit in a pro-
tracted bargaining process,
not a concrete set of proposals.
In fact, the State Department
immediately moved to
reassure pro-Israel activists
that no major aircraft sales to
Saudi Arabia are planned for
the current year — although
this, too, was seen as an open-
ing stratagem, not a firm
policy.
Other Capitol Hill veterans
point out that the Javits
Report allows the administra-
tion to cover every possible
arms sale.

Rashid, wanted in this coun-
try in connection with a 1982
attack on a Pan American
jetliner.
On the House side, a "dear
colleague" letter on the
Rashid affair, promoted by
people like Rep. Larry Smith
(D-Fla.), Rep. Ben Gilman (R-
N:Y.), Reps. Tom Lantos and
Mel Levine (D-Calif.) and Rep.
Lee. Hamilton (D-Ind.), is col-
lecting signatures at a satis-
fying pace.
The letter blasts the Athens
government for releasing
another alleged Palestinian
terrorist, Abdel Osama el-
Zomar, who was accused of
participating in the 1982
bombing of a Rome syna-
gogue, and suggests that the
U.S. Congress would not be
pleased with a repeat perfor-
mance in the Rashid affair.
But over on the Senate side,
efforts to find sponsors for a
similar letter have come up
dry — despite the vigorous ef-
forts of several key Capitol
Hill staffers.
Sen. Daniel Patrick Moyni-
han (D-N.Y.) has spoken out
strongly on the Rashid mat-
ter — but so far, at least,
refuses to circulate a Senate
letter on the issue. Sen. Alan
Cranston (D-Calif.) and Sen.
Joe Biden (D-Del.) have also
been approached to sponsor a
letter — and have also
declined.
"It just doesn't seem to be a
high priority for them," said
one House staffer. "We've
heard that there are concerns
about reactions from the
Greek community in this
country; and that they just
don't see any real benefit in
going on the record. If 'we're
serious about fighting ter-
rorism, we have to deal
seriously with countries like
Greece who continue to play
the terrorists' game."
