IN OUR TOWN?

because students have
discussed demonstrating
their support for the Palesti-
nians, as the Jordanians have
done.
But it has, according to the
State Department report, ex-
hibited a pattern of behavior
in the occupied teritories
which has "led to a substan-
tial increase in human rights
violations" and to "causing
many avoidable deaths and
injuries."
"There were," added the
report, "many cases of • un-
justified killing by troops
which did not result in
disciplinary actions or pro-
secutions."
Syria, Jordan and Iraq-
indeed all of Israel's
neighbors - might dismiss
such a judgment; deaths are
unavoidable facts of life. That,
after all, is the price of living
by the sword.
Israel does, to be sure,
safeguard its existence by the
sword, but it does not live by
the sword. It is governed ac
cording to a system of legisla-
tion and jurisprudence that is
rigorous and exacting. It
honors the human rights of
both its citizens and others.
For this, Israel has won the
respect, admiration and
friendship of the free world in
general the overflowing
generosity of the United
States in particular.
Israel demands to be
regarded differently, to be
treated differently from its
neighbors. It must, therefore,
accept that it will be judged
according to a different
measure of morality.
Israel's neighbors make no
attempt to achieve the high
ideals set by the West in
tolerating dissent and protec-
ting individual rights. Nor do
they bother to make excuses
when they are assailed for
their shortcomings. They
have no pretentions of being
liberal Western democracies,
and they are not judged as
such;
Israel does have such
pretentions, and when the
Jewish State departs from the
accepted Western norms of
behavior, it is judged
accordingly.
If it insists on treating the
Palestinian uprising as a
purely law-and-order problem
which can be contained by the
application of force, it will in-
evitably slide ever deeper in-
to the depths to which its
neighbors, for whom the
military provides all the solu-
tions, have descended.
