Even Kollek expects to end
up with, at most, 15 of the 31
council seats. "But it may
even be worse," he said, "since
in the past five years the city
has become a bit more ex-
treme."
Ibrahim Dakkak, an engi-
neer and longtime Palesti-
nian leader in Jerusalem,
said Palestinians would not
vote in the election because
"the east part of Jerusalem is
occupied territory and there
is an inherent feeling that we
don't belong to the
municipality in any way. We
refuse to be an Israeli city,
even if the mayor were an
Arab!'
Dakkak disputed the wide-
spread view that Kollek has
made Jerusalem a city in
which Jews and Palestinians
can be comfortable.
"We are not in a paradise
that Mr. Kollek has conferred
upon us," he said. "On the
contrary, we have great prob-
lems. We are not 'oneness' —
we want our part of the city,
and let him do what he wants
in the other part of Jeru-
salem!'

Duty Shortened

Defense Force reservists
called to active duty this year
will have a shorter tour than
last year, but still longer than
it was before the Palestinian
uprising broke out 14 months
ago.
Maj. Gen. Uri Saguy, com-
mander of the IDF ground
forces, said last week that
soldiers in the ranks will
serve 40 days during the
reserve year, which starts
April 1. Officers will serve 50
days.
On average they will serve
two weeks less than the 60
days of reserve duty required
at present. Before the in-
tifada, reserve soldiers
averaged 30 to 35 days of ac-
tive duty a year.
