"That's the card we're going to play," says Yuri Shtern, spokesman for the Soviet Jewry Zionist Forum, an um- brella group formed last spring to advance the in- terests of Soviet Jews in Israel and the Diaspora. Shtern says those promi- nent Soviet Jews involved with the Forum will use their international star power to lobby the Israeli government for better jobs and housing, to raise funds in the Diaspora, and to travel to transit points in Europe to try to convince recent Soviet emigres to come to Israel rather than the United States. "We are focusing on dif- ferent angles of the redemp- tion process," says Shtern, who came to Israel from Moscow in 1981. One angle is to try to develop among Russians in Israel a sense of community and a volunteer ethic, two things that were "destroyed in Russia decades ago," accor- ding to Shtern. A resurrected community spirit "will be a catalyst for community-building projects in Gorbachev's USSR," he says. Most Russian Israelis doubt that the liberal mood in the Soviet Union will be long- lived. But while the oppor- tunity exists, Jewish life should be encouraged, Shtern says. While giving the current regime in the Kremlin better grades than its predecessors, Shtern is not ready to aban- don the U.S. Jackson-Vanik law linking trade between the superpowers with freedom of emigration from the Soviet Union. He expects up to 40,000 Jews to leave the USSR in 1989, but says the problem of free emigration has not been solved for two reasons: "First, the Soviet Union still has no freedom of emigration pro- tected by law. The preactical policy can be reversed in a moment. Second, we have thousands of people waiting in refusal, some for then years•" Members of the Forum want as much aliyah as possi- ble, but they believe that coer- cion of Soviet Jews — such as mandatory direct flights bet- ween Moscow and Tel Aviv — is not the answer. Says Shtern: "We don't believe that direct flights, without a profound improve- ment of the absorption system in Israel and a Jewish educational campaign in the Soviet Union, will bring a single immigrant to Israel."
