Although vague about re-
ported direct flights between
the Soviet Union and Israel,
Dubinin said his government
supported the principle of
"free choice" for all Soviet
emigrants — Jews and
non-Jews.
"All the people who desire
to leave, who have received a
visa, are absolutely free to
buy a ticket to any direction,"
he said. "They have complete
freedom to go to Israel or to
Vienna or to the United
States. They can go wherever
they want."
He expressed hope that the
United States would waive
trade and credit restrictions
imposed on the Soviet Union
as a result of the 1974
Jackson-Vanik "freedom of
emigration" law. Several
Soviet Jewry groups oppose
changing the law. Calling the
legislation "a legacy of the
Cold War and the period of
confrontation," Dubinin said
the U.S. Congress would
decide when the restrictions
are lifted.
Dubinin's comments were
clearly in line with the Soviet
Union's desire to improve its
image in the United States
and in Israel. Indeed, such a
ceremony involving a rabbi
and a menorah, followed by
the exchange with the
reporters inside the Soviet
Embassy, would have been
considered unheard of only a
few years ago.

Israeli Beauty
Moscow Hit

Tel Aviv (JTA) — A young
woman from Haifa was run-
ner-up in a Moscow beauty
contest this week, and an
Israeli film about the
Lebanon war was screened.
Aganit Cohen, who came in
second at the "Miss Charm
`89" beauty pageant in
Moscow, poses something of a
mystery.
No one knows where she
heard of the contest, how she
applied and was accepted,
and how and where she man-
aged to obtain a Soviet visa.
Meanwhile, the Israeli war
film Ricochet was screened for
Soviet movie industry figures
last week, according to the
Moscow correspondent for
Yediot Achronot.
