France Upgrades PLO Status Paris (JTA) — France upgraded the status of the Palestine Liberation Or- ganization office here from a "press and liaison bureau" to the "general delegation of Palestine." The decision was announ- ced last week by President Francois Mitterrand and, while not unexpected, the timing was a shock to Israeli diplomats. It preceded by only a few hours the arrival of Israeli Foreign Minister Moshe Arens on his first foreign visit since taking office last month. Arens was to speak at an in- ternational conference to ban chemical weapons and to hold a series of high-level diplomatic discussions here. Mitterrand told a news con- ference at the Elysee Palace that the elevation of the PLO office's status was a conse- quence of the Palestine Na- tional Council's November meeting in Algiers, where PLO leader Yassir Arafat pro- claimed an independent Palestinian state. Group Jerusalem (JTA) — A visiting delegation of the Parliament of Europe got a tongue lashing from Defense Minister Yitzhak Rabin recently over European criticism of Israel's handling of the Palestinian uprising. They also encountered a de- fiant Prime Minister. Yitzhak Shamir, who told them that while Israel was willing to listen to ideas for peace put forward by the Europeans, it alone would make the final decisions. The visitors from the Strasbourg-based Parliament, the legislative body of the 12-member European Com- munity, came at the invita- tion of the Knesset for their annual inter-parliamentary dialogue. The president of The Euro- pean Parliament, Lord Henry Plumb of Britain, was told by Shamir that it was hard to see what role the E.C. could play in the Middle East peace process given its "consistent pro-Palestinian policies."
