Reagan Sends
PLO Message

Washington (JTA) — Prior
to leaving office last week,
President Reagan asked
Egyptian President Hosni
Mubarak to impress upon the
Palestine Liberation Organi-
zation that "it must match
moderate words with con-
structive deeds."
White House spokesman
Marlin Fitzwater said last
Thursday that the request
was contained in a "para-
graph reference" within a
two-and-a-half-page letter to
Mubarak.
Fitzwater denied reports
that Reagan had sent a letter
to the Palestine Liberation
Organization.
But he and State Depart-
ment spokesman Charles
Redman confirmed that U.S.
Ambassador to Tunisia
Robert Pelletreau met again
last week with a PLO official.
Pelletreau, the only author-
ized U.S. channel to commu-
nicate with the group, met
Jan. 17 with Hakam Balaoui,
the PLO's representative in
Tunis, a State Department
source said.
Neither Redman nor the
source would describe the
content of the meeting, al-
though Redman described it
as an "informal contact."

U.S. To Hear
Kahane's Plea

New York (JTA) — Denied a
seat in the Knesset by Israel's
Central Elections Commis-
sion and shunned by the
Israeli news media, Rabbi
Meir Kahane took his cam-
paign for an independent
Jewish "State of Judea" in
the West Bank and Gaza
Strip to the United States
this week.
The campaign is the latest
effort by the leader of the
outlawed Kach party to re-
gain the spotlight lost when
the Central Elections Com-
mission declared his move-
ment racist and
undemocratic. Its move was
affirmed by Israel's High
Court of Justice.
Israeli polls showed Kach
capable of winning as many
as five seats in last Novem-
ber's elections. Kahane is
eager to maintain a following
among Israelis and Ameri-
cans who favor annexation of
the administered territories
and denying Palestinians liv-
ing there the privileges of
citizenship enjoyed by Jews.
Because annexation is not
now a viable option, Kahane
is laying the infrastructure
for an independent Jewish
state in the West Bank.

He told a sparsely attended
news conference here Monday
that the new state is neither
a gimmick nor a game. He is
seeking United Nations ob-
server status for his new
state, "just like the PLO."
As Kahane announced in
Jerusalem last week, a provi-
sional assembly for the State
of Judea has already been
elected, and Education and
Defense ministries are all in
place. "Citizenship cards, ex-
amples of which he brought to
the news conference, are
available for supporters in
Israel and abroad.
Kahane is also establishing
"consulates" that will fly the
state's blue-and-white flag in
major cities. In New York, the
"consulate" will be located in
an office provided by support-
ers at the Edge Marketing
Co., who announced their new
status with a yellow Post-it
note reading "Consulate for
Judea" stuck on the office
door.
"We want to propel and
push Israel to annex the ter-
ritories," Kahane said. "We
don't want two Jewish states.
But more than that, we don't
want one Palestinian state.

Names Silver

New York (JTA) — The
Sabra Society of the State of
Israel Bonds Organization
has elected Tony Award-
winning actor Ron Silver as
its 1989 president. Sabra is
the honor society of the Bonds
campaign's New Leadership
Division.
Silver, who received his
Tony in 1988 for his role in
the hit David Mamet play
Speed the Plow, has appeared
in movies, television and the
stage.
Previous presidents of the
Sabra Society have included
comedian Robert Klein, ac-
tresses Rita Moreno, Liv
Ullmann and Jane Alex-
