WINTER SALE of history, religious belief or national security. Shamir is not, to be sure, opposed to negotiations; on the contrary, he positively ad- vocates direct talks with Israel's neighbors. However, he adamantly rejects two critical elements in such talks: the involvement of the PLO under any circum- stances and the very idea of territorial compromise. And it is precisely these two components which Washing- ton appears to have concluded are the essential prere- quisites for a successful con- summation of diplomatic ef- forts aimed at resolving the Arab-Israeli conflict. If Bush is indeed deter- mined to push Israel into peace talks, Washington and Jerusalem will be set on a fateful collision course. Those minority voices which have long advocated a reduction in Israel's excessive dependence on Washington's largess, drowned out over the past eight years by a chorus of ridicule from Israelis who had grown accustomed to a generous, benign, endlessly forgiving Reagan administra- tion, are now likely to receive a far more attentive hearing. In addition to the substan- tial military and civilian aid which flows across the Atlan- tic each year, Israel and the United States are bound by a plethora of agreements and memoranda of understanding on a range of issues from strategic cooperation and in- telligence sharing to free trade. Such pacts, however, are ef- fective only as long as they serve the mutual interests of the contracting parties. Indeed, only last month the United States reneged — in Israeli eyes, at least — on its written pledge not to consort with the PLO unless certain stringent conditions were met. Jerusalem clearly felt those conditions had not been met; the United States, after an apparent flip-flop, con- cluded that they had. Israel will be without another important element in its diplomatic arsenal when it confronts the new United States President: a united American Jewish leadership.
