will find it more difficult to
withhold them from another.
The alternative allows for the
emergence of an Islamic fun-
damentalist state bent on
suppressing all minority
rights. Would it not be a
tragedy to have the Christian
Arabs of Paleo-Judea go the
way of their counterparts in
Lebanon? One has only to
recall the discrimination
against Christian Arabs
under the Jordanian occupa-
tion from 1948-1967. Paradox-
ically, it is ensuring of full
political rights for the Jews
which best guarantees them
for all Arabs.
There is apparently a cor-
relation between how govern-
ments treat their own
minorities and their will-
ingness to coexist peacefully
with their neighbors. Inabili-
ty to tolerate dissent from
within has a way of overflow-
ing across borders. Since
decolonialization, there is
hardly an Arab country
which has not been threat-
ened militarily by its Arab
neighbor. This holds for
Morocco and Algeria, Algeria
and Tunisia, Tunisia and
Libya, Libya and Sudan-
Chad-Egypt, Syria and
Jordan-Lebanon-Iraq, and
North and South Yemen, not
to mention what had ap-
peared to be an interminable
Iraq-Iran war.
Finally, what about those
Palestinian Arabs who find
democracy an anathema for
either reasons of religion or
political self-interest? Would
they not do everything to
undermine the growth of
democratic institutions? Here
it should be realized that it is
rare for even democracies to
contain a majority really com-
mitted to democracy when it
goes against its interests. As
has been noted, democracies
are made possible by human
good, but necessary by
human evil. One of the goals
of checks and balances is to so
diffuse power over a suffi-
ciently broad governmental
base as to preclude that
monopolization of power that
leads to the suppression of
others. The bane of so many
erstwhile democracies of re-
cent vintage has been the un-
balanced growth of military .
power. Such power, ac-
cumulated under the guise of
protecting the population
from external threats, is all
too frequently deployed to
maintain internal control.
This is the real significance
of demilitarization. It is
unlikely that Israel would let
Paleo-Judea acquire a suffi-
ciently sophisticated military
to pose a threat to itself. A
more likely threat is the ac-
