Schumer, (D-N.Y.), and Rep.
Mel Levine, (D-Calif.) are
working on a letter designed
to answer some of these ques-
tions. They are also fine-
tuning another draft, which
will attempt to define mini-
mum conditions for an on-
going U.S.-PLO dialogue — in-
cluding the need for the PLO
to take tangible, "con-
fidence-building" steps —
such as a public reversal of
the PLO charter or a public
call to end the intifada — to
convince Israel and the United
States of its good faith.

Pro-Israel activists are ner-
vously awaiting the upcoming
battle over the foreign aid
budget, a skirmish that may
include serious attempts to
institute across-the-board
cuts that will affect money
"earmarked" for Israel and
Egypt.
But some of their concern
was eased last week, when a
wild scramble for the critical
slot on the House budget com-
mittee was vacated by Rep
Howard Wolpe, (D-Calif.).
After a ferocious uphill bat-
tle among 15 candidates, Rep.
Howard Berman (D-Calif.)
won the post on the first
ballot. Berman, who is also a
member of the House foreign
affairs committee, could pro-
vide some extra clout when
the volatile foreign aid ques-
tion comes before the budget
committee.
Pro-Israel activists were
delighted. "I don't think
there's a member who under-
stands the substance of issues
and the politics of the House
better than Howard Berman,"
said Steve Silbiger,
Washington representative
for the American Jewish Con-
gress. "He has a keen in-
tellect and a winning per-
sonality — and he's genuine-
ly committed to Israel."

Vatican Is Unlikely
To Remove Convent

New York (JTA) — Jewish
representatives who met last
week with Vatican delegates
to discuss removal of a con-
vent from Auschwitz now
think it highly likely the
Catholics are backing out of
an agreement signed last
year to remove the convent.
As a result, members of the
World Jewish Congress reaf-
firmed a resolution not to par-
take in a conference on anti-
Semitism scheduled for
February, unless the Vatican
ensures that the convent at
Auschwitz is moved to a site
outside the camp.
Rabbi Wolfe Kelman, chair-
man of the American Section
of the WJCongress, empha-
sized the failure of Johannes
Cardinal Willebrands,
Vatican secretary of state for
religious relations with the
Jews, to appear in Paris for a
meeting with Jewish officials
to discuss the issue.

Professor Leon Feldman,
American representative of
the International Jewish
Committee for Interfaith
Consultations, reported from
Paiis that the talks on remov-
ing the convent had not
materialized.
Vatican delegates signed an
agreement Feb. 23, 1987, in
Geneva to create a Catholic
center "for information,
education, meeting and
prayer to be established out-
side the Auschwitz-Birkenau
camp grounds:'
The signed agreement fur-
ther stipulated that "there
will be no permanent
Catholic place of prayer on
the site of the Auschwitz and
Birkenau camps."
Signatories included the
cardinals of Brussels — home
of the Carmelite order of nuns
now living in the Auschwitz
convent — Lyon, Paris,
Krakow and four others.
