U.S. Asks Israelis
To Swap For Embassy
understood that during the
talks on the land deal, of-
ficials let U.S. officials unders-
tand that the government
would like to see the building
house something other than
the local consulate.
A rider added to his year's
budget bill by North Carolina
senator Jesse Helms stipu-
lates that the next U.S. Em-
bassy in Israel must be built
"within five miles of the
Knesset building."
An understanding has been
reached, however, between
Congress and the State
Department by which two
identical buildings will be
built and "the next president
will decide where to place the
embassy."
As the president is not ex-
pected to transfer the em-
bassy site to Jerusalem in the
foreseeable future, the pro-
jected building is expected to
serve as an "America House,"
or as a Jerusalem residence
for the embassy staff.

negotiating with the govern-
ment on a land swap that
would pave the way for con-
struction of a new embassy
building in the coastal area
and an identical building in
Jerusalem. A State Depart-
ment representative is ex-
pected in Jerusalem soon to
complete the details of the
proposed land swap with the
Israel Lands Authority.
The United States would
like to swap its current
cramped quarters on expen-
sive beachfront property in
Tel Aviv for one of two propos-
ed sites in Tel Aviv and three
in Jerusalem.
The swap is expected to
save the United States mil-
lions in U.S. dollars and is ex-
pected to benefit Israel as
well.
Government officials said
last night that "Jerusalem
should get something good
out of this deal." It is
