Lerner said some refugees now are granted parole status, which doesn't entitle them to government assistance. "If they don't get parole status, then they join people from such places as Sri Lanka and other countries awaiting immigrant visas," Lerner said. "It might be five years before they can get into the United States." Lerner said many of these people have been waiting years to get into the United States and will be forced to wait longer because of Gor- bachev's "brilliant" political skills. Gorbachev has let "a few Soviet Jews out of the country," changing percep- tions so that Soviets "are now the good guys and the Jews are the bad guys," Lerner said. "There's already been an increase in anti-Semitism in Russia because of glasnost," he added. "The freedom of speech is now allowing Rus- sians to make more speeches in public against Jews." "If something isn't done soon, it (the refugee re- interpretation) will stop the flow of Jews coming out of Russia by putting fear into those who are still there" that it will take them years to get into the United States, Lerner said. "We're faced with a possi- ble crisis in housing," affirm- ed Elaine Zaks, JFS super- visor of Resettlement Service, who pointed out that "Ren- tals are very high here (in the Southfield-Oak Park area) and people (Russian im- migrants) are not able to get jobs to support themselves right away. "People have been managing up to this point, but the real crisis may come when the government changes the refugee status," she said. Lerner noted that apart- ment rents in the Southfield area range from $450 to $600 each month. The JFS would have to pay rent and provide food for more than the first four months if the refugee status is changed. At present, Zaks said, Soviet Jewish immigrants are "working on a self-supporting basis six to 10 months after arrival."
