he is still talking war."
At the Nov. 14 Palestine Na-
tional Congress (PNC), main-
tains Zuckerman, "the PLO
did not renounce terrorism
and violence. It reasserted the
right to 'armed struggle'
against any Israelis within
`occupied Palestine. . :

tions in connection with an

Zuckerman encouraged the
PLO to "see the folly of its
ways and stop dreaming of
maps without Israel." And he
urged the incoming U.S.
president to appoint a special
ambassador who would
"foster the fragile hopes for
the emergence of a genuine-
ly moderate Palestinian
leadership and a responsive
Israeli leadership:'
For this role, Zuckerman
nominated the "one man with
the credibility, experience
and detailed knowledge to
change the limits that now
exist in the Middle East" —
Henry Kissinger.
