Argentine Secretary of In- terior Dr. Ricardo R. Gil Lavedra informed Rabbi Mor- ton M. Rosenthal, director of the League's Latin-American affairs department, that the Dutchman, Abraham Kipp, has been located by Argen- tine police in response to an ADL request. Kipp was one of six missing Nazi war criminals whose names were given to Dr. Lavedra by Rabbi Rosenthal when they met in Buenos Aries on Nov. 3. The Argen- tine government is continu- ing its efforts to ascertain the whereabouts of the other five who are wanted by Holland and West Germany. Kipp was sentenced to death in absentia by a Dutch court in 1949 for the murder of at least 20 persons. Born in Amsterdam, Kipp served the occupying Nazi forces as a policeman, rounding up members of the Dutch resistance as well as other men, women and children, in- cluding many Jews. Kipp fled first to Spain in 1945 and then to Argentina where he was naturalized in 1953. The Dutch ambassador to Argentina, Dr. Robert Pesch, told Rabbi Rosenthal that his government was aware that Kipp had found haven in- Argentina, but it has not for- mally sought his arrest and extradition because the 1893 treaty between the two na- tions does not provide for ex- tradition for war crimes. Elliott Welles, director of the League's Task Force on Nazi War Criminals, urged the Netherlands government, in a Nov. 16 letter to P.M. Brilman, National Prosecutor of War Crimes, to immediate- ly seek the arrest and extradi- tion of Kipp. Welles said there is legal authority in Argen- tina which would make possi- ble Kipp's extradition, given the fact that Kipp concealed his criminal past in obtaining Argentine citizenship. While in Buenos Aires, Rabbi Rosenthal also discuss- ed with the Attorney General of Argentina, Dr. Andres Jose D'Alesio, the present status of legal proceedings against Nazi war criminal, Josef Schwammberger. Schwammberger has been in detention since November 1987, at the request of West Germany which is seeking his extradition. He is accused of shooting and torturing hundreds of Jews and stealing their jewelry and other possessions. Rabbi Rosenthal said Dr. D'Alessio anticipates that Schwammberger's citizenship will be revoked.
