Federation Leaders
Meet With Moshe Arad

T

he groundswell of emo-
tion over proposed
changes in the Law of
Return spilled over into the
Israeli embassy this week.
A delegation of 125 Council
of Jewish Federation activists
from around the country met
with Israeli Ambassador
Moshe Arad for more than an
hour and called for the
leaders of the Likud block
and Labor to simultaneously
renounce the use of the "Who
is a Jew" issue as a bargain-
ing chip in the formation of
an Israeli government.
"If both parties were will-
ing to do it at the same time,
the issue could be put to rest
— for the time being?" said
Shoshana Cardin, the CJF
president and the group's
primary spokeswoman.
In a meeting that was call-
ed frank and emotional, the
CJF representatives em-
phasized the enormous emo-
tional impact of the issue on
the American Jewish com-
munity — a point Arad
himself made last week in a
strongly worded memo to his
superiors in Jerusalem.
"We made it clear that this
is potentially the most
divisive issue since the forma-
tion of Israel," Cardin said.
"But we also emphasized that
our concern is with govern-
ment policy, not with Israel
itself."
Arad responded with
assurances that the anguish
of American Jews would be
heard by Israel's leaders. At
the same time, he referred to
the political realities of the
post-election climate in
Israel. "He made it clear that
the primary responsibility
now is to form a government,"
Cardin said. "He asked us to
be patient, to allow some
time."
Arad, according to Cardin,
was also candid about the fact
that the "Who is a Jew" issue
is not likely to be resolved
anytime soon.
The ambassador urged
American Jews to continue to
speak out about the emotion-
charged issue, although he
cautioned against unrestrain-
ed criticism in the American
press. "He encouraged us to
be concerned, to speak out," .
Cardin said, "but he urged us
to be selective of the venue of
our 'family discussion,' as I
call it."

delegation that, until recent-
ly, "Who is a Jew".was not an

issue for most Israelis. "So
this is an educational pro-
cess," she said. "We need to
inform Israelis about our feel-
ings."
The delegation included
representatives of 42 federa-
tions from 17 states; accor-
ding to Cardin, 62 percent of
American Jews were
represented in the meeting.
The group was generally
satisfied with the outcome of
the meeting. "There was
tremendous praise for Am-
bassador Arad
for his
leadership, his warmth, his
accessibility," Cardin said.
"But I believe that those who
were looking for quick
answers obviously did not
received them?'



Israel To Attend
Geneva Session

Tel Aviv (JTA) — Israel will
attend the United Nations
General Assembly's session
next week in Geneva, where
its annual debate on
Palestine has been moved so
that Palestine Liberation
Organization Chief Yassir
Arafat can be heard.
Israel's acting ambassador
to the United Nations,
Yohanan Bein, will address
the assembly, Ha'aretz
reported this week. But when
Arafat delivers his speech,
the Israeli delegation will
walk out.
Arafat was denied an entry
visa by the U.S. State Depart-
ment to address the General
Assembly in New York.
The debate on Palestine, to
have opened there on Dec. 1,
was postponed until Dec. 13.
There had been some doubt
whether Israel and the
United States, the only na-
tions to vote against the
move, would. attend. The U.S.
State Department indicated
last week that the American
delegation will be in Geneva.
