persecutors. Define away the
problem. And by so doing,
hand the Soviets the PR
bonanza of letting them claim
that they are allowing more
Jews out than the United
States is prepared to accept,
notwithstanding all our
posturing about high emigra-
tion levels and freedom of
choice; notwithstanding our
pressures in Vienna at the
Helsinki follow-up meeting;
notwithstanding our commit-
ment to the principles of high
emigration under Jackson-
Vanik. As we say to the
Soviets, so must we say to
ourselves: performance
speaks louder than promises;
we must have deeds, not
words.
The most urgent matter to-
day is for the Reagan ad-
ministration to reassure the
half million Soviet Jews
wishing to leave, but who re-
main hostage, that they may
continue to hope and expect
that their rescue and escape
route to the West remains in-
tact. These Jews live on hope.
Today's answer must be: let
our refugees in now. The ad-
ministration should send the
message at once that the
avenues of escape remain
open. The Jews of the Soivet
Union need to hear that
message. We'll deal with the
administrative problems
tomorrow. The Department of
Justice must grant a
presumption that Soviet Jews
now, as always, have a well-
founded fear of persecution.
This has been the message of
the White House and the
State Department. For the
Justice Department to sug-
gest otherwise is to falsify the
truth, and to inflict pain and
anxiety on people who
already have had all they can
bear from the Soviets.
