aifa — Much is made
of Israel's military
ground and air power,
but less is said and known
about its naval forces. Yet a
quick look at a map reveals
the extent to which Israel is
open on the sea side and
dependent on access to the
sea for export of its goods and
import of supplies.
Israel's naval history began
in 1948 when a small com-
mando force sank Egypt's flag
ship, the King Farouk, and
another vessel in a Gaza port.
The history took another turn
in 1967 with the sinking of an
Israeli destroyer by Egyptian
batteries, firing Russian-
made missiles. In the same
year Israel acquired 12
French-made torpedo boats,
the last five of which were
spirited out of Cherbourg
despite a freshly imposed
French embargo.
In the intervening years,
the Israel navy has developed
a high degree of operational
proficiency. After a few initial
successes by terrorists in
penetrating the country from
the sea, the navy has foiled
all further attempts.
In the meantime, the navies
of Syria, Egypt, Libya and
Saudi Arabia have been built
up enormously. Detailed facts
and figures about these naval
developments are revealed in
the 1987-1988 volume of The
Middle East Military Balance
by the Jaffee Center for
Strategic Studies at 'Ibl Aviv
University.
We learn of heavy Soviet in-
volvement in the develop-
ment of the Syrian navy and
the presence of Soviet ships
and a permanent basis in the
port of Tartus. With the re-
cent addition of submarines,
missile boats and tank-
carrying craft, the Syrian
navy has undergone a
thorough face-lift, though the
authors of Military Balance
feel that its strength is more
defensive than offensive.
At the same time the Saudi
navy has been built up with
American help. Theirs is the
only navy in the Arab world
with a ship-borne helicopter
ability. Details are available
of 17 missile-armed vessels,
the very last word in the field,
provided from American and
French sources. It appears
that the Saudis are also ac-
quiring six-eight submarines,
at a cost of close to $2 billion,
a heavy budgetary burden
even for that oil-rich state.
Perhaps the strongest navy
is that of Libya, which is sup-
plied both by the Soviet
Union and by Western
(French and Italian) sources.
Like the Saudis, the Libyans
are weak on trained man-
power, and rely to a large ex-
tent on foreign experts for its
six submarines, its 35 missile-
armed craft and its seven
Soviet-made mine warfare
vessels among others.
Financial difficulties have
arrested the development of
the Egyptian navy, though of
late 24 vessels of various
types have been acquired
from China. The Egyptian
navy is said to possess also at
least 10 submarines. Thus,
the Egyptians do constitute a
regional naval power.
We are provided with
figures on Israel's naval
strength which, while quan-
titatively inferior to the
Arabs, enables Israel to main-
tain superiority over the Arab
navies in the Mediterranean
arena. Highly trained person-
nel, constant emphasis on
combat training, and develop-
ment of sophisticated elec-
tronic systems have helped to
neutralize the larger
numbers of Arab craft.
