He was quoted last Sunday in the Israeli press as saying that Shamir "can present a gov- ernment this week." Sharon seems to be spurred by speculation that Shamir may be having second thoughts about aligning Likud with the ultra- Orthodox and the secular right. According to Israel Radio, some Likud members are urg- ing Shamir to reject the small parties and to make a deal with Labor. The purpose would be to avoid paying the price demanded by the ultra- Orthodox factions, which have exacted from Shamir a promise to push through the Knesset the divisive "Who Is a Jew" amendment to the Law of Return. The amendment, introduc- ed by the religious parties, would deny automatic Israeli citizenship to persons con- verted by non-Orthodox rabbis. If Shamir wavers, it would have much to do with the un- precedented opposition by Diaspora Jewry, especially in the United States, to the "Who Is a Jew" amendment. Though the measure would directly affect relatively small numbers of potential citizens, it would be a devastating slap at Conservative, Reform and Reconstructionist Judaism, which represent the vast ma- jority of affiliated Jews in the United States and other na- tions of the Diaspora. A Likud alliance with Labor would offer a way out of the controversy. Although Labor formally broke off coalition talks, Shamir's top lieutenants reportedly are trying to revive them. Shamir was quoted saying he had no option but to align with the religious extremists. But Likud sources said the party's position will emerge only after a meeting of its ministers, to be chaired by Shamir. Arab Population Keeps Growing Tel Aviv (JTA) — The Arab population in Israel has been growing at twice the rate of the Jewish population, according to the Statistical Abstract of Israel for 1988 The Moslem birthrate, though still significantly ex- ceeding Jewish births, has declined dramatically in the last 15 years. The abstract estimated the total population of Israel at the beginning of November 1988 at 4.464 million. There were 3.650 million Jews, comprising 81.8 per- cent; 631,000 Moslems, or 14.1 percent; nearly 150,000 Christians, at 2.3 percent; and 78,000 Druze, at 1.7 percent. The Jewish population grew by only 1.5 percent in 1987, compared with 3.3 percent for the Moslem population and 2.8 percent for the Druze. The Christian population also grew by 1.5 percent. The report predicted that Israel's population would rise to 5.37 million by the year 2000, and top 6 million by 2010. .
