Conyers' opposition to clos- ing the PLO offices in this country was based on his focus on widening the Middle East dialogue. "If the U.S. was less belligerent and bellicose in its actions towards the Palestinians, we could do more to establish a dialogue in that region. After all, wasn't the Camp David Accords doomed by the PLO's exclusion from the process?" Conyers explains his periodic votes against foreign aid appropriations as votes against the foreign aide pro- gram in general, and not against Israel. "The priorities of the program are clearly out of focus, with far too much money being spent on military assistance, and not enough provided for really critical problems like the overwhelming indebtedness of many African nations. The foreign aid program is a wasteland, and those really weren't difficult votes for me!' As chair of the criminal justice subcommittee, Con- yers has taken on another maverick cause that has rais- ed hackles in the Jewish com- munity. Conyers claims that the Federal Bureau of In- vestigation has identified a suspect in the murder of Alex Odeh, the head of the Arab- American Anti Discrimina- tion Committee office in Southern California, but has so far delayed attempting to bring the suspect to justice. "We know the suspect is an American citizen, affiliated with the Jewish Defense League, and he is currently in Israel," says Conyers. " The FBI should ask for the sus- pect to be extradited, but they have been less than forthcom- ing in explaining why they haven't moved yet!' A representative of the JDL, Jerry Rubin, told The Jewish News that Conyers was leading a one-man vendetta against the FBI and also unfairly accusing "Jewish extremists" without offering any proof. Says Conyers, "Actually, I've been holding off speaking out about this case in order to give the FBI a chance to the right thing. And I think everyone in this country, Jewish or not, would want to see justice done here. This is a civil rights matter — Alex Odeh was a United States citizen!' The Odeh case is only one example of what Conyers sees as a difficult period for rela- tions between blacks and Jews. "The massive power changes over the last 20 years has caused difficulties over issues like affirmative action. "But still, the cooperation between the black and Jewish communities that started during the civil rights move- ment still exists, both among individuals and organiza- tions. We may disagree on one issue, but there are many others we work together on in Washington." Although Conyers is aware of the criticism he incurs from sections of the Jewish com- munity, he is not resentful of it. "There are a number of Jewish leaders in agreement with me, but they don't run the decision-making councils of the political hierarchy. I'm sometimes viewed as being hostile to the Jewish nation, but I'm actually swimming in a sea of Jewish friends whom I work with supporting jazz music or full employment policies." Horwitz, Conyers' former assistant, counts himself as one of those good friends. "I've never seen any anti- Semitism in John. I remember his father, John, Sr., who died a few years ago, telling me, 'I raised my four boys to beware of people who say negative things about Jews, because they're saying the same things about blacks when you're not around." "I know people believe John is anti-Israel, but criticizing specific Israeli actions does not mean he's uniformly op- posed to Israeli security. Con- yers has a strong concern for underdogs and the disadvan- taged, and that puts him in opposition to many Jews who perceive Jews as a discriminated and persecuted minority, and do not see the Arabs as underdogs."
