Paris (JTA) — French Presi-
dent Francois Mitterrand, in
an interview with the
newspaper Liberation, has
recognized the right of the
Palestinians to an indepen-
dent state. His remarks coin-
cided with reports that
France will upgrade the
Palestine Liberation
Organization's mission in
Paris, though not to full
diplomatic status.
The newspaper quoted Mit-
terrand as saying that "the
Palestinian nation is emerg-
ing as such among the other
nations of the world and is
identified as such." He added
that "France recognizes the
right of the Palestinians to
live in a territory with the
status of an independent
state."
Until now, Mitterrand and
previous French presidents
have spoken only of the

Palestinians' right to a
homeland. But Mitterrand
said the proclamation of an
independent Palestinian
state by PLO chief Yasir
Arafat in Algiers "changed in
depth" the Middle East
situation.
He said legal factors
prevented France from
recognizing the Palestinian
state. But "the way has now
been mapped" to such
recognition, he added without
elaboration.
The PLO office in Paris,
meanwhile, seems likely to
get a substantial boost. Open-
ed in 1975, it is now known as
a "liaison and information
bureau" without diplomatic
status.
Its head is formally the
cultural attache at the Em-
bassy of Mauritania, an
African country that formerl-
ly was a French colony.
Foreign Minister Roland
Dumas reportedly told a
group of Arab journalists that
the mission will be upgraded,
though not to an official
diplomatic level. Its new

status is expected to be an-
nounced next month, after
the visit here of Farouk Kad-
doumi, head of the PLO's
political department.

Order Against
JNF Denied

A New
New York (JTA)
York Supreme Court judge
this week denied a motion for
a restraining order against
the Jewish National Fund of
America, according to Stuart
Paskow, JNF director of com-
munications and information.
Judge Shirley Fingerhood
rejected a request by four
plaintiffs in the case, who
charged that they and other
American Jews who have con-
tributed money to the JNF
were misled to believe that
the JNF allocates funds also
to the territories captured by
Israel in 1967.
The four plaintiffs — Jay
Marcus, William Goldman,
Morris Stillman and Martin
Gallin — brought a class ac-
tion suit seeking a restrain-
ing order against the JNF un-
til their suit is resolved by the
court.
The plaintiffs are sup-
porters of the right-wing
Tehiya Party in Israel, which
considers the territories part
of the biblical land of Israel.
They claim they have con-
tributed thousands of dollars
to the JNF, but the organiza-
tion argues that its records
show they only contributed
$400.
Paskow said that lawyers
for the JNF will now move to
dimiss the entire action suit
by the four plaintiffs.
"We are delighted and very
happy about the judge's deci-
sion. We feel confident that
the entire case will be soon
dismissed as well," Paskow
said.

Unemployment
Up In Israel

Jerusalem (JTA) — Cabinet
ministers learned recently
that the number of jobless in
Israel now stands at 26,000,
compared to 16,000 one year
ago.
That represents an increase
in the unemployment rate to
7 percent in the third quarter
of this year from 5.6 percent
in the last quarter of 1987.
Meanwhile, labor strife con-
tinued in the public and pri-
vate sectors. El Al, the na-
tional airline, was paralyzed
for three hours recently be-
cause of a wage dispute.
