Insufficient Funds Delay Soviet Emigration Soviet Jewry activists here are facing a frustrating task as they attempt to work with the State Department and Congress to clear up the growing bottlene k in Moscow. Currently, Soviet citizens seeking visas to enter the United States are being turned away because funds for their processing have been used up — even though the current fiscal year is only three months old. The current problem, from a Washington perspective, is that the State Department is in a kind of end-of-adminis- tration lull — and Congress will not convene until late January. As a result, finding ways to provide immediate help for the thousands of hopeful emigres in Moscow — includ- ing many Jews — is proving to be a difficult task. "The state department hasn't been uncooperative," said one Soviet Jewry ac- tivist. "But they're busy with the transition; They aren't making commitments that the new secretary will have to keep. This is embarrassing for them, but it's not a top priori- ty." Representatives of groups like the National Conference on Soviet Jewry have been making the rounds of house and senate offices, with an eye towards an emergency ap- propriation bill when the 101st Congress opens for business in two months. Law Of Return Has Embassy Phones Ringing How strongly do American Jews feel about proposed changes in Israel's "Law of Return" that would bar Jews converted by Reform or Con- servative rabbis? One measure may be the flood of calls coming to the Israeli embassy. Although he declined to give figures, a representative of the embassy here said that the number of calls by con- cerned Jews in this country has been "very high — higher than anything we have seen since Lebanon:' "Mostly," the embassy spokesman said, "these are people who want to find out what is happening in Israel. Unfortunately, there isn't much we can tell them at this point." Re-Appointments Less Offensive To Jewish Groups The trickle of appointments to the Bush cabinet con- tinues. After the trauma of the Sununu appointment and the uncertainty of the choice of James Baker as secretary of state, two more recent an- nouncements were met with more favor by Jewish activists here. Early in the week, it was revealed that Attorney General Richard Thornburgh and Education Secretary Laura F. Cavazos would be re- tained after the inauguration in January. Thornburgh, who was ap- pointed after the resignation of the embattled Edwin Meese, developed a reputation for working smoothly with Jewish groups during his years as governor of Pennsylvania. Cavazos is a less known quantity. But early indica- tions are that the secretary — the first Hispanic cabinet member — will seek a lower profile than his flamboyant, ultra-conservative predeces- sor, William Bennett. "I don't think Phyllis Schlafly will run wild in the education department the way she did under Bennett," said Steve Silbiger, Washing- ton representative of the American Jewish Congress. One early indication of this more evenhanded approach was Cavazos' announcement that the department would reconsider the recent re- jection of a grant for an innovative and respected educational program on the Holocaust.
